Shannon COVID-19 Centralized Screening and Testing

Shannon has set up a centralized screening and testing site for COVID-19. This site is located at the corner of Beauregard and Oaks Street in downtown San Angelo and will be available starting Monday, March 23 from 9 a.m. to 5 p.m. Monday through Friday.

This centralized site will enable patients to drive up and be screened or evaluated in their vehicle by a medical provider. If the provider determines the patient may have COVID-19, according to the criteria set by the CDC, then the patient will be tested onsite. 

Personnel will collect the necessary samples to send off for the test. The patient will then receive instructions regarding self-quarantine and the next steps they must take until test results are returned. Patients who have been screened at another location may come to the site for testing with a provider’s order.

Day cares

The Texas Health and Human Services Commission (HHSC) stated that the Governor’s Order does not apply to child care centers and that they are to follow guidance provided by HHSC. Day cares are not required to close at this time but must follow strict sanitation rules. Please see the link for more clarification.

Canceled events

Fort Concho:

  • Speakers Series - April 1, 8, 15, 22 & 29, and will not be rescheduled
  • Frontier Day - April 25 will be postponed to later in the year

Development Corporation:

  • Board meeting scheduled for March 25
  • Workshop scheduled for March 26

Recreation Department:

  • Adult and Youth Sports: All COSA recreation youth and adult sports are postponed for indoors and outdoors until further notice.
  • Nutrition Program and Senior Services: As of 11:59 p.m., March 20, the Station 618 and Santa Fe Crossing senior centers will be closed until further notice.
  • Nature Center: Effective March 20 at 11:59 p.m., the San Angelo Nature Center will be closed to the public until further notice.
  • Recreation Centers: As of 11:59 p.m., March 20, the Southside and Carl Ray Johnson recreation centers will be closed until further notice.

Planning & Development Services

The City of San Angelo Planning and Development Services, including Building Permits, is officially closing certain in-person services to the public to protect our community against the spread of COVID-19. Effective March 20, Development Services (52 West College Ave.) will limit access to the general public in the following ways:

Applications, plans and documents will be still be accepted and permits will be issued. The City encourages these to be submitted electronically as noted below. In-person submissions will be accepted through a drop-off box in the entryway in the Development Services building, but customers will not be able to enter beyond that point. Staff will be available by phone or email to answer questions.

From the San Angelo Police Department

Officials Declare Comprehensive Plan in Wake of Statewide Health Alert. 

Officials with the San Angelo Police Department have been closely monitoring health officials in response to the emergence of the SARS-CoV-2 virus and the disease it causes, named “coronavirus disease 2019” (COVID-19).  At this time, no one knows how severe this outbreak will be. 

Given this uncertainty, and the fact that the seasonal influenza (flu) virus is also widespread, civilian and sworn members of the San Angelo Police Department are taking proactive steps to address a number of concerns. Police Chief Frank Carter has enacted a comprehensive plan that will help reduce the unnecessary risk of exposure to our employees, as well as the citizens we serve. 

We are diligently working to maintain a safe workplace and encourage practices protecting the health of our employees, customers and visitors to Police Headquarters and the SAPD satellite offices located at the City Hall Annex. 

Common areas that are open to the public are being routinely disinfected under standard infectious disease protocol. We also want to ensure the continuity of business operations during what the World Health Organization has declared to be a pandemic. At present time, the Department’s Records Section, Evidence and Property Release Unit, Alarm Services and Administrative Offices are still functioning as normal. 

In addition to the aggressive sanitation efforts, all department non-essential out-of-town travel has been canceled until further notice. 

Furthermore, in an effort to reduce the risk of unnecessary exposure to our officers and citizens, effective immediately, the Department’s Online Reporting feature will become mandatory for certain crimes until further notice. They are as follows; theft, simple assault, garage burglary, criminal mischief/vandalism, harassment, lost property (firearms excluded), identity theft, and debit card/credit card abuse.

The San Angelo Police Department must maintain a healthy, functioning workforce to be able to respond to priority calls and emergency situations. Therefore, based on the information provided by health officials, these steps have been taken to mitigate the risk of illness to our employees and citizens.

Municipal Court

Effective March 20, 2020 the San Angelo Municipal Court will close the doors to the public until further notice. Due to the developing situation regarding Coronavirus (COVID-19), and in order to take necessary recommended precautions, the operations of the San Angelo Municipal Court will enact the following changes:

Court Appearances

  • All court hearings for the month of March and April have been suspended. These cases will be reset for a later date. Individuals will receive notices of the reset date by mail. A clerk from the court may attempt to contact you by phone prior to the appearance date to settle your case without an appearance.
  • All individuals who appear at the court will be directed to use the drive-thru window, located on the south side of the building, to attempt to handle any court related business.

Payments

  • Payments will be accepted at the drive-thru window
  • Payments can be dropped off in the night drop-box located next to the drive-thru window
  • Payments can be made by phone at 325-657-4365 or 325-657-4371
  • Payments can be made online at city’s website at cosatx.us under the Municipal Court department
  • Payments can be mailed to San Angelo Municipal Court, 110 S. Emerick St., San Angelo, TX 76901

Concho Valley Transit

The Concho Valley Transit would like to personally reach out to you and inform you of the extra precautions they are instilling to keep passengers and employees safe, in light of the recent global concerns regarding the coronavirus (COVID-19). They are closely monitoring any and all recommendations by health organizations and also the CDC (Center for Disease Control). Their cleaning and disinfection process has been elevated to exceed the standards mandated for sterilization of any and all areas of concern. The following processes have been set in place:

  • All buses in all divisions will be disinfected, top to bottom, at the beginning and ending of each shift. In addition, the Fixed Route buses will be disinfected an additional time throughout the day.
  • High-traffic areas will endure the same disinfection process three times throughout the day: morning, noon and night. This includes the Greyhound Lobby area, as well as the main office.
  • All employees are being educated on the symptoms of this disease and preventable measures, and are also encouraged to wash their hands continuously throughout the day.

ASU Small Business Development Center

SBA Loan Application Now Available 

Today, Governor Abbott announced that the U.S. Small Business Administration (SBA) has now granted Texas’ Economic Injury Disaster Loan (EIDL) assistance declaration, making loans available statewide to small businesses and private, non-profit organizations to help alleviate economic injury caused by the Coronavirus (COVID-19).

Next Steps: Small businesses who believe they may be eligible for an SBA EIDL should visit the SBA’s website where they can directly apply for assistance. The online application is the fastest method to receive a decision about loan eligibility.

The fear of coronavirus is severely impacting the U.S. blood supply as Vitalant and other blood centers across the country are struggling to maintain stable inventories and avoid a critical blood shortage. With school closures and business shutdowns, 25% of Vitalant’s blood collections anticipated in March have disappeared almost overnight. And that number continues to grow.

Government agencies are advising people to avoid gatherings. Blood donation operations at blood drives and donation centers are not gatherings but essential health care activities. Not having enough blood to meet basic patient needs will cause another public health crisis.

Dr. Peter Marks from the Food and Drug Administration has stated, “We need people to start turning out in force to give blood.” If you are healthy, it is imperative that you make or keep your appointment to give blood. 

If you are not feeling well, please do not donate. Vitalant does not test for COVID-19.

Donating blood is safe. The coronavirus does not pose any known risk to blood donors during the donation process.

Here’s what Vitalant is doing to protect our donors:

• Only healthy people are encouraged to come give blood. In fact, donors must be feeling well and free of respiratory illness symptoms, including fever, to be eligible to donate.

• People who meet certain travel and other at-risk criteria for coronavirus infection are deferred ahead of time from donating.

• Our staff wears gloves and personal protective gear and wipe down donor-touched areas often and after every collection using a disinfectant.

• Staff uses sterile, single-use collection sets for each donor and scrub the donor’s arm for 30 seconds before the collection.

• Staff who don’t feel well are required to stay home.
