Kemp promoted to building official

Kemp succeeds Al Torres, who in June assumed the role of construction manager for the City. Kemp had served as interim Building Official since then.

The building official manages the Permits & Inspections division, oversees the review of building plans, and supervises the enforcement of building and safety codes, regulations and standards. Over the past year, the office has issued more than 7,000 permits and conducted about 11,000 inspections.

“Building Permits and Inspections is in a unique position to foster development in our community while ensuring that construction protects the health and safety of our citizens,” Kemp said. “We embrace each of those serious responsibilities. I’m proud to have played a role in that for more than 25 years, and I’m looking forward to contributing even more in my new role.”

Kemp joined the City in 1991 and has worked for the Building Permits & Inspections division since 1992. She has served as a residential and a commercial plans examiner, 911 addressing coordinator, assistant building official and, since 2015, deputy building official. She holds certifications from the International Code Council as a building code official, building inspector, residential combination inspector and plans examiner.

“Few people are as earnest and as diligent about their work as Charlie,” said Jon James, the City’s Planning and Development Services director. “She has earned the opportunity to serve as our building official. Her experience coupled with her knowledge of codes and inspections make her uniquely qualified for this vital role. We’re excited for her, knowing she will do a great job for San Angelo.”
